Glossary of Terms

This is an exhaustive list of the different acronyms and unique definitions associated with Mission Karmayogi, aimed at cultivating a better understanding of the initiative.

A

Annual Capacity Building Plan

A document drafted by MDOs with details on how they will build the execution capacity of their department as a whole.

API

An application programming interface is a connection between computers or between computer programs. It is a type of software interface, offering a service to other pieces of software. A document or standard that describes how to build such a connection or interface is called an API specification

CBT

Every MDO will house a capacity building team (CBT) that will assist the MDO head in drafting and implementing the capacity building plan. 

COD

Competency owning departments (CODs) are in-charge of ensuring that 1) High impact CBPs are available on iGOT. The departments can develop CBPs themselves, through their training institutions or by fixing a price that providers can charge for building suitable CBPs; 2) Proctored, independent, authorised assessment (PIAA) capacity is available with a waiting time of less than 24 hours; and 3) Question banks, used for 360-degree assessments on iGOT and PIAA, yield results that are valid and reliable. 

Competency gap

The difference between the competencies a government official possesses and the competencies he is required to have for his job.

Competency passbook

A record of the competency scores of a government official, with information on TCS and WPCAS.

Competency score

A score that is calculated against the competencies a learner has been tested for. It is algorithmically derived by weighting the workplace competency assessment score (WPCAS) and the testing competency score (TCS). The competency score is maintained in the competency passbook (CP).

Content quality score

The CQS is a combination of 1) The score provided through self-certification by the CBP provider; and 2) The score as assigned by a learner and auditor (as appointed by the SPV) of the CBP. When the two scores are very close to each other, the trust score of the CBP becomes high.

Criticality

How important a competency is for an official vis-a-vis their competency gap.

CTI

Central Training Institutes are training institutes affiliated with the central government. They provide technical and managerial training to government officials and staff members across various levels and departments.

Desired competencies

Competencies an official would like to build that are not necessarily required for their position.

G

GeM

Government e-Marketplace is an online platform for public procurement in India. It was launched on August 9, 2016 by the Ministry of Commerce and Industry with the intention of creating an open and transparent procurement platform for government buyers and sellers.

GFR 2017

General financial rules (GFR), 2017, are a compilation of rules and orders of the Government of India for matters involving public finances. All departments and organisations under the government and specified bodies have to observe these rules as executive instructions.

L

Learning hub

One of the six hubs on iGOT Karmayogi that facilitates competency building of government officials through suitable courses, assessments and learning recommendations (i.e. CBPs).

P

Public procurement

The purchase of goods, services and works by governments and state-owned enterprises. Public procurement accounts for a substantial portion of taxpayers’ money. Governments are thus expected to carry it out efficiently and with high standards of conduct, to ensure quality service delivery and to safeguard public interest.

Q

QCBS

Quality cost-based selection is an evaluation based on the cost committed by the bidder and the technical qualification of the bidder.

STI

State Training Institute are training institutes affiliated with various state governments. These institutes provide technical and managerial training to various levels of government officials and staff members across departments.

T

Training budget

The budget every MDO has for fulfilling its training needs. This will be equal to 2.5% of the annual salary budget of the MDO.
