Zia is an Assistant Vice President / Lead, Personnel Management vertical at CEGIS. Zia comes from a competency-based capacity building background. Zia has led the institutional development process for the National and State Mission for Clean Ganga and was instrumental in shaping the competency framework for the Department of Economic Affairs, Government of India. He also co-created and rolled out leadership modules with institutions like LBSNAA and SVPNPA, and has designed and facilitated over 500 learning processes covering over 10,000 learners from across the country. Prior to joining CEGIS, he worked with GIZ India in the area of human capacity development, competency framework, and institutional development. In his 20 years of experience he has worked with several international, bi/multi-lateral agencies such as GIZ, ILO, ADB, and USAID. He has a Master’s degree in Extension Education from Jamia Millia Islamia University, New Delhi.

Manjali works as a Senior Program Manager with C-LOP on building state capacity. She comes with a deep understanding of implementing competency frameworks and aligning them within the capacity building model. Before C-LOP, Manjali was associated with the National Institute of Urban Affairs, leading the capacity building unit at CIDCO under the Smart City project.

She has a background in knowledge management, change management, organisational restructuring, competency assessments, benchmarks and content curation. She's an advocate of leveraging technology to create learning opportunities. Manjali holds a post graduation in Human Resources from XLRI.

Bhumika is a Co-Lead, Personnel Management vertical at CEGIS. She comes with over 14 years of work experience in Edtech, skill development and the social sector. In her previous organisation, National Skill Development Corporation (NSDC), she contributed to the Government of India's Skill India Mission through multiple initiatives that focused on improving quality in the skill development value chain. These included improving governance mechanisms to developing frameworks for career pathways, quality training and assessments, amongst others. Bhumika led the capacity-building program for trainers and assessors at NSDC and created impact through collaborations with national and international partners.

Bhumika is passionate about developing quality-based frameworks for ensuring sustainable impact. During her free time, she enjoys traveling and loves to fiddle with paints and brushes.

Simi is a Senior Manager at C-LOP, and works closely on the conceptualisation of instructional design modules. She is an IBM-certified learning professional and comes with two decades of experience in talent transformation and organisation effectiveness.

Using her consulting, learning and design skills she has driven multi-shore projects with clients in the US, UK, Europe, and South Asia across a variety of industries including automotive, logistics, healthcare, pharma and renewable energy. She started her professional journey as a content designer with NIIT, and has since worked in L&D projects, product management and consulting roles with IBM, Accenture and Thomson Reuters. In recent years, she has become an advocate of using human-centred design thinking for solving complex problems in the social and development sector. Her previous experience in the social sector has focused on enabling India's youth to become change makers and localise Sustainable Development Goals in their own communities.

Shubnit Mehra is a Senior Program Manager at C-LOP. He works closely with Government of India’s Department of Personnel and Training on a range of tasks related to capacity building needs of the 20 million government officials in India. He is a data enthusiast and he contributes keenly on data related tasks at C-LOP.

Before joining C-LOP, Shubnit was associated with Teach For India in Hyderabad for five years where he undertook various roles. He has a PGP certificate in Business Analytics and Business Intelligence from McCombs School of Business, University of Texas at Austin and holds a Master’s degree in Bioinformatics from Amity University.

Alok is Senior Program Manager at CLOP. Alok brings the unique perspective of grassroot and scale in his approach towards development, governance and public policy. 

Prior to CLOP, he has worked with the Government of Rajasthan, Jharkhand and Uttar Pradesh at the district and state level for flagship missions such as Swachh Bharat Mission-Gramin, Aspirational Districts Program and Sewapuri Vikas Abhiyan respectively. He developed strong partnerships with several Civil Society Organizations while leading the education and community sports vertical at Parivartan, Bihar. 

He holds B.Tech and M.Tech in Design Engineering from IIT-Madras, PGP Certificate in Liberal Arts and Leadership (Young India Fellowship) from Ashoka University (YIF) and most recently PGP Certificate in Public Policy from Indian School of Public Policy. He envisions using technology and data to address organizational capacity constraints within government and impact space.

Yash is a Program Manager with C-LOP team, where he assists in the identification of public officials' competencies and associated learning needs. Prior to joining CEGIS, Yash worked for three years at the National Skill Development Corporation (NSDC) on improving programme delivery at the state level by extensively engaging with state governments to build institutional capabilities to adapt to the country's new skilling paradigm. He has also worked as a Project Manager in the State Reform team at Central Square Foundation, where he executed critical workstreams of the NIPUN Bharat Mission for the Haryana government to improve early-grade learning outcomes in public schools.

He is a commerce graduate from Shri Ram College of Commerce and a former LAMP Fellow.

Shashwata Nova is a Senior Designer at C-LOP. She has extensive experience of more than 17 years in the social development sector as well as with reputed FMCG brands. She is skilled in corporate communication, advertising, branding and identity design, event management, packaging design, fashion marketing and production. 

Prior to C-LOP she was working with Breakthrough India, an organisation working to create a cultural shift and make discrimination and violence against girls and women unacceptable. She was leading the designing of the campaigns, events, photo shoots and was taking care of all the in house production requirements. 

She has completed an MBA in Design Management with specialisation in Fashion Retailing and Visual Merchandising from INIFD and a Master’s degree in Social Work.

Nabajit is Senior Designer at C-LOP. He breaks down concept-heavy ideas and strategies into a range of compelling audio-visual collateral. This includes the conceptualisation and designing of reports, illustrations, artworks, social media graphics, and videos. 

He has a background in communication design for various non-profit organisations, social movements and start-ups. His skills lie in illustration/cartooning, advertising, photo and video production, and branding. Before C-LOP, he was at ActionAid India, an organisation that works for the social and ecological justice of marginalised communities. Nabajit holds a Masters in Social Work (MSW) from Jamia Millia Islamia.

Anima is a Senior Programme Associate at C-LOP. Prior to this, she worked for Kudumbashree National Resource Organisation, an institution recognised by the Ministry of Rural Development, (Government of India) in the domain of Poverty Eradication, Institution Building and Livelihoods through Entrepreneurship among rural community women. For a year she worked in Jharkhand for implementing state projects at the grassroots level after which for three years she worked on the capacity building of stakeholders for 18 states. She has completed her graduation in the subject of Sociology and postgraduation in Social work in Livelihoods and Social Entrepreneurship from Asutosh College (Calcutta University) and Tata Institute of Social Sciences, Mumbai respectively.

Preksha is a Senior Associate with the C-LOP team. She previously worked for London-based economic development firm, Legatum Institute, and Mumbai based think tank, Gateway House, focusing on various issues ranging from international development, macroeconomic challenges, geopolitics, and geoeconomics, across sub-Saharan Africa, West Asia, and Latin America. She holds two Master’s degrees; an MPA in Public Administration and Management and International Relations from University College London (UCL) and the University of Durham, respectively. She aims to use her knowledge of international development and multi-disciplinary academic background to address capacity-building issues on a government level. She continues to be passionate about macroeconomic and development economic-related challenges, and using data and research to guide policy.

Tipu Sultan is an Associate Video Producer for J-PAL South Asia at IFMR in India. He works in the video strategy and production team for Creating Learning Opportunities for Public Officials (CLOP) initiative. Prior to joining J-PAL, Tipu worked in advertising and journalism. Besides working in both broadcast and digital news media, he has also directed and executed numerous brand campaigns, digital films, and television commercials for national and international clients. Tipu holds a Master's degree in Mass Communication from AJK MCRC, Jamia Millia Islamia, and he did his Engineering in Computer Science.

She started her journey in the social development space in 2017 as a fellow with Teach For India post which she continued with the organisation in the capacity of a Program Manager and Curriculum Designer.

In 2020, she consulted and contributed to the blended learning methodology for all the students at TFI, as a part of the seven-member task force; which aimed at creating a holistic learning environment for children despite nationwide school closures.

She also spearheaded the design and management of TFI's open source curriculum 'India & I' which aims to build active citizenship and leadership among students, aligning with the NEP 2020's vision of fostering constitutional morality through education.

She deeply believes in the power of education to transform lives and is passionate about building strong leadership and communities of practice to enable sustainable change.

He is a passionate youth worker and volunteer who believes in a human-centric and experiential learning approach to system elevation. He has contributed to the development sector for the past 19 years while exploring diverse domains, regions, and thematic areas to influence local and national issues, and state of practices. He has been part of learning journeys for youth groups, early entrepreneurs, Community Based Organization leaders, trainers from government departments, educators, and network anchors.

As a field practitioner, he has worked in conflict-infested regions with adolescents and youth facilitators from indigenous groups of Baiga, Gond, and Santhal communities of Madhya Pradesh and Jharkhand. He previously worked with CINI, ASK, Pravah, and Quest Alliance.

He holds a Bachelor's degree in Hindi (Hons) from Calcutta University and Masters in Social Work from Vidyasagar University.

Beyond work, he loves traveling, and exploring local cuisine and folklore

Rashmirekha Pandit is a Senior Program Associate- Personnel Management. She brings forth a multi-disciplinary approach to the idea of development, integrating the aspects of grassroots, government bodies and effective empowerment. Prior to CEGIS, she has worked extensively with Kudumbashree National Resource Organisation- an institution recognised by the Ministry of Rural Development, Government of India. She has anchored, led, and supported towards building enabling & sustainable ecosystems for community-based and community-owned livelihood interventions through entrepreneurship, across 120+ blocks in 17 states in rural India. She has completed her graduation in Geography from Miranda House and post graduation in Development Studies from Indian Institute of Technology- Guwahati. Beyond her professional skills of Project Monitoring, Stakeholder Management, Business Development, Adult-learning based Module development; she loves to read, write, recite, draw as mediums of self-expression, self-reflection or purely for leisure. She believes in the individual capacity of making changes towards a better world!

Tanaya joins us as Senior Program Manager - Personnel Management in Tamil Nadu. She worked in the Urban Development amd Governance sector for about 14 years. She has worked as a short term consultant to the World Bank and Mc. Larty Associates -BSAG. Prior to this, she worked with the German Development Corporation in India , 'Die Detsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) GmBH. Prior to that she worked in multinational consulting group and research organisation. Her work encompassed key areas of formulating policies, preparing manuals, institutional and organisationaldevelopment plans, integrated spatial plans, and capacity building at various administrative levels engaging strategic participatory approaches involving multistakeholder groups. She is an Architect having graduated from Indian Institute of Engineering Science and Technology (IIEST) and pursued a Master of Planning with specialisation in Environmental Planningfrom CEPT University, Ahmedabad. She is certified Neuro-Linguistic practitioner and pursuing Master in Psychology with specilisation in Organisational Development. In her spare time, she loves exploring new places, cultures and participating in various performing arts.

Shivani Gupta is a Senior Program Associate- Personnel Management. She holds a Master’s degree in Public Policy in St. Xavier’s College. She is a History graduate from Ramjas College, University of Delhi. Her approach to development is multidisciplinary, incorporating elements of effective empowerment, government entities, and grassroots organisations.

Prior to CEGIS, she has worked extensively with the Indian Political Action Committee and Quality Council of India as a Policy and Political Consultant. She worked closely with the government and industry experts, developed frameworks to enhance ease of doing business and supported the government's initiatives in achieving sustainable growth.

Outside of work, she enjoys writing and gardening.

Diksha works as a Program Manager in Personnel Management in CEGIS. She started her career as an Oceanographer (Climate Change Research) in National Institute of Oceanography and later transitioned to the Development sector. Capacity building, women empowerment and sustainability are her areas of interest.
Her journey in the development sector began as a fellow at Teach For India, followed by collaboration with United Nations Environment Program and the Government of Andhra Pradesh, focusing on enhancing the sustainability of rural enterprises among minority communities.
Prior to CEGIS, she worked in execution of state-level capacity-building initiatives for the dissemination of Natural Farming practices in the National Resource Organization for Natural Farming. She also was part of the Participatory Video Research team of University of Reading, UK. Furthermore, she has worked in collaboration with the Food and Agriculture Organization and Deutsche Gesellschaft für Internationale Zusammenarbeit GIZ.
Beyond work she has interest in trekking, badminton, painting and holds a silver medal at national championships Tao Lu.

Jazreen has joined as a Program Manager in Personnel Management in CEGIS. She started her career in media and then transitioned to the development sector soon after.

Prior to joining CEGIS, she has worked as a Manager in the Research and Impact Division of the National Skill Development Corporation and has served as a Mahatma Gandhi National Fellow with the Ministry of Skill Development and Entrepreneurship, where she secured her PG certificate in Public Policy Management from Indian Institute of Management, Bangalore.

She also has rich experience in the not-for-profit sector in organisations like Lend A Hand India and Kaivalya Education Foundation. In her free time, she facilitates career guidance sessions for youth (ages 16-25) at the Freedom Employability Academy in Delhi.

Shivani works as a Program Associate in the personnel management vertical at CEGIS. She has previously worked with India Health Action Trust (Uttar Pradesh Technical Support Unit) as a state associate whereby she has supported the Government of Uttar Pradesh by developing and implementing large-scale Human Resources for Health strategies and policies for strengthening the healthcare and allied health professionals’ workforce for optimization of clinical care for the state. She has supported the curation and implementation of competency- based pathways for upskilling the nurses of Uttar Pradesh.
She has studied nursing and midwifery at the All India Institute of Medical Sciences (AIIMS), Bhopal, and believes that this training has been instrumental in transforming her personally and professionally. As a student nurse for 4 years, she has provided clinical care to several patients and recalls this experience as a practical learning for understanding systemic and institutional challenges of India’s development sector.
Driven by this curiosity, she pursued Masters of Public Health, from the Indian Institute of Public Health, Gandhinagar, Gujarat.
Exploring the various dimensions of global health and developmental challenges, she has interned with Oxfam India, Piramal Foundation, NITI Aayog, and SEWA (Self-Employed Women’s Association), Ahmedabad. She has also had a chance to support the World Health Organisation, during the global pandemic of COVID-19 and for the Pulse Polio Immunisation efforts in Southern Gujarat. As a first-generation learner, she is driven by the ethos of equity, empowerment, and discernible communication.
When not working, Shivani takes great interest in learning Western philosophy and human psychology, reading Urdu poetry, and watching French cinema. Occasionally, she writes poetry.

Akshay is a Senior Program Manager, Personnel Management at CEGIS. He has over decade of diverse experience spanning over the Steel Industry, Education, and Social sectors.

His notable achievements includes leading a Programe Mangment Unit for a School Transformative program with the Municipal Corporation of Delhi aimed at enhancing student learning outcomes in government schools. Akshay's journey in the development sector commenced at Teach For India, where he played pivotal roles in improving student learning outcomes and supporting the professional development of educators. Akshay's portfolio extends to leading capacity building programs and initiatives focused on improving learning outcomes in the Education Sector.

Equipped with a Bachelor's degree in Electrical Engineering from Motilal Nehru National Institute of Technology, Allahabad, Akshay brings both expertise and passion to his work. Beyond his professional endeavors, he finds joy in football, Formula 1, and stand-up comedy.

Meenakshi Ruhela joins us as Program Manager in the Personnel Management team in Delhi. She has a unique educational background of HR & Psychology and finds the people aspect at work extremely interesting and intriguing. She has spent about 4 years of her career at Mercer Mettl gaining expertise in psychometric and behavioural assessments. She then moved on to explore the world of performance management and employee engagement at her time with Mesh. In her free time, she loves reading, travelling, swimming, doing yoga, attending art workshops and spending time with friends and family.

She holds a Bachelor's degree in Commerce from Jesus and Mary College, University of Delhi and a MBA in Rural Management from Xavier University Bhubaneswar (erstwhile XIMB). When she is not working, you can find her painting or binge watching TV shows.

Priyank Nagpal is a Program Associate in the Personnel Management team at CEGIS, bringing a year of experience in legislative affairs, policy analysis, and research. He has served as a Research Consultant at the Leader of Opposition's office in the Rajya Sabha and as a LAMP Fellow, where he contributed to parliamentary reports, debates, and policy formation. He holds a B.Sc. (Honours) in Economics from CHRIST (Deemed to be University), Delhi NCR. He has presented research at national and international conferences on topics such as economic development, social welfare, and gender disparities. He is passionate about driving policy reforms and fostering positive governance.
