MeeSeva: Government Services at Your Fingertips. Quite Literally!

Capacity building can be defined as the process of equipping public officials, stakeholders, communities to continuously develop and strengthen their attitudes, skills and knowledge for effective and efficient public service delivery.

Over the years, there have been some transformational interventions in the capacity-building ecosystem in India that have improved the state of public service delivery and enhanced the quality of citizen-centric governance. 

This five-part blog series titled ‘Stories of Change’ delves into some of the successful yet seldom celebrated interventions by public officials that were instrumental in improving the execution capacity of our government.


 

The increasing digital exposure of today’s average user has brought forth a digital services revolution across the nation. The impact of this paradigm shift invariably seeped into governance as well, leading to a sea change in how government services are accessed and utilised by the citizenry. Under the aegis of the National eGovernance Plan, the government of Andhra Pradesh thus launched the MeeSeva platform in 2011. Literally translating to ‘At Your Service’ in Telugu, MeeSeva more than lives up to its name with a plethora of smart, citizen-centric, and ethical government services being offered to the citizens of Andhra Pradesh and Telangana.

The primary function of MeeSeva is to facilitate a comprehensive range of Government-to-Citizen (G2C) and Government-to-Business (G2B) services via a singular portal. The seamless, one-stop-shop integration of all services onto a single platform allows for universal and non-discriminatory service delivery and ensures efficiency, transparency, and accountability. While the service was officially launched from the Chittoor District in 2011, the origins of MeeSeva can be traced back to an earlier precursor billed as e-Seva, implemented in Hyderabad way back in 1999. Pioneered by Andhra Pradesh’s IT secretary at the time, J Satyanarayana, the portal aimed to provide multiple citizen-facing (G2C and B2C) services under one roof. Following the success of that project, MeeSeva became the natural progression for facilitating government services to citizens as well as businesses, efficiently cutting through a lot of bureaucratic red tape and minimising friction.

MeeSeva utilises a digital PKI-enabled integrated architecture to fuse numerous pre-existing state initiatives with the Mission Mode Projects of the NeGP, such as the State Data Centers, State Wide Area Networks and Common Service Centers. Pooling in all land records, registration records, and records of socio-economic surveys, the portal digitally signs and electronically verifies them, making them easily accessible and virtually tamper-proof.

Managed by the MeeSeva Franchise Owners Welfare Association, MeeSeva owes much of its success to the innovative public-private partnership model that facilitates a two-pronged service delivery system catering to both citizens and businesses. In Telangana, the platform has completed over 1.5 crore transactions across 3,174 centres so far within this year alone. Furthermore, the incentivisation of franchise owners through a periodic increase in commissions has fueled the growth of the platform and helped expand upon the already wide array of services on offer.

With the rising ubiquity of smartphones, MeeSeva has evolved to host its services on a mobile platform in the form of the T App Folio application. Launched in 2018, the multilingual app, which is available in English and Telugu on Android and iOS, presents the cumulative services of MeeSeva besides RTA services, fee payments, and bill payments. In addition to boosting accessibility, the mobile app also allows real-time monitoring of feedback and grievance redressal, thereby improving user experience.

Moreover, MeeSeva has also worked on strengthening its security at both endpoints and the backend through the introduction of the Security Ops Center (SOC) with advanced SIEM modules. This further demonstrates their commitment to detect, monitor, and counter security threats effectively. 

The journey of MeeSeva from a primitive service provider that pioneered digital governance in India to a highly sophisticated platform hosting a wide catalogue of services has been a tremendous success story. With its innovative public-private partnership, the program has revolutionised governance by ensuring ease of access to essential services and left a lasting impact that will continue to benefit millions in the states. It is stories of change like these that will help usher in a new era of effective and efficient governance, contributing to a more interconnected and inspiring India.
