Content development and User onboarding
This series of webinars: ‘Mission Karmayogi’ - Introduction to Capacity Building will assist in continuing our efforts to support the onboarding of civil servants onto the iGOT Karmayogi platform. This webinar series is structured to be used as an orientation course for all MDOs and CBP providers on the iGOT Karmayogi platform and all the officials involved in FRACing related processes.
Participants will explore the features of the iGOT Karmayogi platform related to user and content onboarding. Participants will learn the basics of the content framework and the evaluation toolkit that will be used to maintain high quality content on the platform.

Session 1
There is no back-end sync of the existing LMS onto the iGOT platform; the content will have to be re-created on the platform independently. The uploading system on the iGOT platform is very simple and allows bulk upload options.
iGOT Karamyogi platform is a holistic competency development portal, wherein there are five hubs, namely competency hub, learning hub, career hub, event hub, discussion hub and network hub covering all the aspects to build competent teams. Additionally, it is a decision making platform wherein competencies will be assessed through diverse assessment tools. iGOT Karamyogi platform intends to become a marketplace for the above functions. Other LMSs do not provide all these features in one place.
The content will be stored on the NIC cloud, accessible to users via the learning hub. The iGOT platform will procure and provide that space to MDOs.
Grading will be done by the concerned MDO itself (a process of self-certification). Some sample audits will be done centrally by the iGOT team through the SPV. Over time, individuals who take the CBP will also be able to rate the content.
There is no time limit on when the course is created and uploaded.
Yes, the content being used currently by CTIs/STIs can also be uploaded on the iGOT platform.
DoPT will provide technical handholding, as well as guidelines and information on how content can be developed/ procured/ curated.
For providing the platform services, the cloud hosting services and the technology set-up, the government has approved a subscription model. The company set-up to manage these processes, namely Karamyogi Bharat, will charge a subscription per employee for the MDOs that wish to participate. The amount for the subscription is currently stated at INR 432 per employee for the first year. The second cost to the MDO would be the cost of content, developed in-house or procured from external agencies. Some resources in the form of HR professionals will also be provided centrally by DoPT.
The Mission Karmayogi team is proposing an array of pricing models for different kinds of CBP providers. The learning hub will aspire to be a monopolistic competition.
There exists a size limit on the single file uploads which is 400mb but there is no limit on the course size. Multiple courses can be added to the course content.
The WTDET model is the recommended model to be used by CBP providers and content creators. It will allow content creators to deliver courses that are transformative, of high quality, and inculcate in them the attitudes, knowledge and skills they require to succeed. The ‘Do’ component is not used for evaluation purposes but for the ‘Test’ components. One can also add evaluation of the ‘Do’ component as a part of the ‘Test’ component. While testing the evaluations, one can test their real-life understanding through case studies and situational analysis.
Session 2
At present there is no prescribed list of agencies, although there have been individual RFPs made by independent CTIs to obtain CBP providers. In the future, DoPT will be releasing an RFP which will provide a list of technically qualified content curators/learning agencies which can be used by any MDO. It is suggested that MDOs can approach the CTIs/STIs who have already obtained certain certified content agencies. Another option available is to create the content in-house for which one is required to take the course on ‘How to create content on the iGOT platform’ and be appropriately certified.
In the current version of the platform, there are course badges that are available, but not certificates. This feature will be enabled before the platform is publicly launched, wherein the manager of the CoD) will be authorising the certificates alongside additional excellence certificates.
The vision of the iGOT platform is to allow participation for any engaging party as per the demand of the department for both content creation and participation. With respect to international organisations like the World Bank and ADB, it has to be considered that the Ministry of External Affairs has a set of guidelines on international participation which needs to be adhered to for the same.
