Department of Personnel & Training
The Department of Personnel and Training (DoPT) laid the foundation for Mission Karmayogi in 2018 when it launched the Integrated Government Online Training (iGOT) platform to offer online training courses from leading global institutions to government officials.
The success of Mission Karmayogi lies in its training courses that speak to the needs of each official’s specific job functions and is designed with the most innovative pedagogical models available.
To achieve this, C-LOP has partnered with the DoPT, to work with ministries, departments and organisations to map competencies required for specific jobs and match these requirements with new and existing online courses from top faculty in India and abroad. C-LOP will also work with government training institutes to redesign courses.
Institute of Secretariat Training and Management
Our work with the Institute of Secretariat Training and Management (ISTM) in reframing their induction course for Assistant Section Officers (ASO) tries to incorporate principles of task-oriented problem solving and building communication skills.
For the revamped induction course which is now two years instead of the previous 11 weeks, C-LOP, with faculty from ISTM identified the functional, behavioural and domain competencies that each ASO needs. Based on these needs, corresponding courses, on the job training and field visits were identified. This new program will be provided at ISTM in a classroom setting and through an online system which curates the most relevant courses for an ASO.
This vision to move beyond the status quo and break inter and intra-departmental silos by redesigning the foundational training programme will enable ASOs to acquire a deeper understanding of the functioning of the government and be prepared to take on new responsibilities.
Tarento Technologies
C-LOP, with Tarento Technologies, designed the learner score which attempts to capture a user’s engagement with the platform and the subsequent learning, one of the most crucial elements of the iGOT Karmayogi platform.
Massachusetts Institute of Technology
C-LOP and J-PAL South Asia in collaboration with J-PAL Global organised a series of webinars through June 2020 for government officials. This series was geared to support central and state governments as they transition to a centralised online learning platform and consequently build the capacity of their officers.

Education Initiatives
C-LOP is working in close collaboration with Education Initiatives to develop a comprehensive online course on test item crafting and assessments available on the iGOT Karmayogi plaform. This course aims to help learners and course creators understand the science that drives assessment creation and develop standardised assessments. This course will play a vital role in achieving the vision of PIAA (proctored, independent, authorised assessments) under Mission Karmayogi.
As the iGOT Karmayogi platform moves forward it will offer a plethora of courses across subject areas, creating a need for standardised assessment methodologies. Therefore, to meet this need C-LOP and Education Initiatives will bring together a pool of experts and global thinkers to shape and spearhead discourse within governments on adopting assessments and creating benchmarks for them.
